The purpose of the audit is to ensure that the authorities and other actors responsible for central government building assets have created conditions for good lifecycle management of these assets. In the audit, the National Audit Office examines how the building asset holders identify and assess lifecycle costs, benefits and other effects, such as environmental impacts. The audit also examines how the asset holders try to influence these. The value of central government real estate and building assets was about EUR 5.5 billion in 2018. Almost half of the surface area of the premises is used by the Finnish Defence Forces, and about one fifth is offices. The audit falls within the scope of the audit theme ‘Lifecycle management of central government assets’, under which three audits will be completed in 2020.
