Oversight of election campaign and political party funding

NAOF oversees election campaign and political party funding and receives and publishes documents stipulated in the Act on Political Parties and the Act on a Candidate's Election Funding.

The National Audit Office verifies that all those who are required to do so file the disclosures and other documents required by legislation.

The disclosures are filed and published in NAOF’s online service at Vaalirahoitusvalvonta.fi.

Oversight of election campaign funding

NAOF checks that all candidates who have been elected or confirmed as alternates file the election-specific disclosures required under the Act on a Candidate’s Election Funding. These are the voluntary advance disclosure on the candidate’s election funding, the candidate’s election funding disclosure and the report on outstanding loans and support for loan repayments (filed after the election). Election campaign funding disclosures can be viewed in the online service of the oversight of election campaign and political party funding.

The disclosure obligation laid down in the Act on a Candidate’s Election Funding applies to candidates elected or appointed as alternate members. In presidential elections, the disclosure obligation applies to the political parties nominating a candidate and polling representatives of constituency associations nominating a candidate, or the representative’s alternate.

The National Audit Office submits a report to Parliament on its activities as the authority overseeing election campaign funding within eight months of the confirmation of the election results.

Oversight of political party funding

The National Audit Office verifies that all disclosers file the disclosures required under the Act on Political Parties. Party funding disclosures can be viewed in the online service of the oversight of election campaign and political party funding.

Registered political parties, their district and women’s organisations receiving party subsidies, as well as the entities affiliated with the political parties are required to file a disclosure in the Act on Political Parties.

The National Audit Office submits an annual report to Parliament on its activities as the authority overseeing compliance with the Act on Political Parties.
