The targets set out for the youth guarantee were not achieved in 2013. There are many factors behind this and the most important of them is probably the weak economic situation. The audit evaluated the measures taken as part of the social guarantee and the youth guarantee programmes, their implementation and monitoring and the assessment of their impacts.
